General information
Airport surcharge and Contract duration
All vehicles collected from our airport locations at Sofia, Varna and Bourgas are subject to Airport Surcharge of € 20.00 per rental. The maximum duration of a rental agreement contract is 30 days.
Country currency
All rates are in EURO /EUR/ and do not include 20 % VAT. Rate of exchange at the time of return does apply. Rates are based on 24 hours.
Tax
20 % VAT to be applied on total charge. All shown charges and taxes are excluding VAT.
Additional Driver Information
Permitted at the cost of € 3.00 per day regardless the number of additional drivers. Maximum € 30.00 per rental. Additional drivers must meet minimum age requirement.
Age Requirements
Renter and additional drivers must be at least 21 years old to be able to rent small and medium cars (groups A,B,C,D and I) and at least 25 years old to be able to rent large and special cars (groups E,F,G,H,J,K,L,M,N,O and P). All customers below the age of 25 years have to pay a young driver fee of € 6.00 per day, not more than € 60.00 per rental.
Drivers License and ID Requirements
Renters and additional drivers must have held a valid driving licence for minimum of 1 year, which must be presented at the time of rental. Each driver must show photographic proof of identity and their passport at the start of the rental. For countries outside of the European Union, an International driving licence in roman alphabet is mandatory. In case the customer / additional driver from a non EU country has no valid international driving license, issued in accordance to the Vienna Convention on the Law of Treaties (VCLT), their national driving license must have an official translation in Bulgarian language. If such a translation is missing, a one - time fee of 20 € applies for a standard translation of the driving license. Keep in mind that the translation may not be recognized or accepted by some Bulgarian institutions.
Payment Options
A credit card, issued on the name of the main driver/ renter, is mandatory for all rentals. Accepted credit cards are: American Express, Diners, Master/Eurocard and Visa. Cash payment is allowed only at time of car return.
We authorize/block two amounts on customer’s credit card:
- one for estimated rental price plus one tank of fuel
- one for NWE (customer’s responsibility in case of damages or theft) with VAT.
We require two credit cards when renting a vehicle from car groups: J, L ,N and P.
It is forbidden to provide credit card information by phone or email. Physical copy of the credit card must always be presented at both pick up and drop off.
Collecting and Returning Your Vehicle
Any change to the reserved rental period (or agreed upon at the time the vehicle was picked up), will result in a change in the applied rate. If you are late, your rental is guaranteed for 1 hour. After this time, your reserved car may be released and rented to another customer. If you have provided a correct flight number and your flight is delayed, your rental is guaranteed for 2 hours after the actual flight arrival.
In the event of delayed flights, if the vehicle is picked up outside working hours, a meet late arrival surcharge between € 20.00 -€ 40.00 applies. If the vehicle is returned outside of office hours the driver is liable for damage or theft until the car has been inspected by a member of Avis staff.
You may return the vehicle out of hours if you request this at the time of booking. There is no charge for this service.
Instructions to return your vehicle outside of office hours: There are drop-off boxes available at the airport offices into which keys and documents should be placed.
For Sofia Airport Terminal 2 only, please make sure to leave your parking ticket or card at the counter when returning the vehicle. Otherwise you will be charged a fee of 20 €
Cancellations and No Show Charges
In case of a No Show, a fee of € 54.17 applies.
Taking Your Vehicle Outside the Country
Available on request only. Authorization from Head Office is a requirement at least 3 working days prior car pick-up date. The customer must send a scanned copy of their driving license and passport to reservations@avis.bg, at least 3 working days prior car pick-up date.
The price depends on the countries of visit and length of rental.
For travelling into countries in EU the price is € 65.00
For traveling into countries not in EU the price is € 85.00, except for the European territories of Turkey, for which the price is 200 €.
If documents are not provided 3 days prior to the reservation pick-up date, the travelling abroad is not guaranteed. In case the cross border is still allowed, the fee will increase with € 20.00.
The following rules are applicable to Cross Border Rentals:
For rentals up to 10 days there is limit of 2 500 km
For rentals with length from 11 to 30 days the limit is 4 000 km. The renter will be charged € 0.08 per km for groups A, B and C and € 0.46 per km ( for the rest of the car groups) for additional mileage.
Travelling abroad to the following countries is forbidden: Albania, Afghanistan, Belarus, Bosnia and Herzegovina, Georgia, Iraq, Montenegro, Moldova, Russia, Ukraine, Kosovo and Asian territories of Turkey.
For travelling to the European territories of Turkey the following additional rules apply:
- SCDW is mandatory accepted for the full duration of the rental;
- the full excess amount is required and blocked for the corresponding vehicle group taken;
- additional driver product is unavailable and required cross border documents are issued only for the driver of the rental, who may solely drive the vehicle in the European territories of Turkey ;
Meet Late Arrival
Meet Late Arrival is offered at any station upon request.
A request reservation must be made 24 hours prior check-out time.
For Sofia Airport locations ( T1 and T2), the fee is € 40 after closing hours . For all other locations the following fees apply:
€ 20.00 - up to 1 hour after closing time, € 30.00 - between 1 hour and to 2 hours after closing time, € 40.00 - over 2 hours after closing time.
A credit card and contact phone number are required in the booking details. In case of a no show, a fee of € 41.67 applies. The flight number is mandatory for all airport locations.
In case of a no show, a fee of € 54.17 applies.
Delivery and Collection
Within city limits – free (up to 15 km). Outside city limits – € 0.40 per km for groups A, B and C, € 0.60 per km for the rest of the car groups.
One Way Rentals
Domestic one way rentals between different cities are on request only and subject to additional charge ( between € 40.00 and € 120.00).
International one ways are on request only and subject to additional charge. Contact headquarters for approval, price details and additional information.
Waiver and Protection Options
MOTOR LIABILITY INSURANCE
Third Party Cover is included in the cost of rental.
Collision Damage Waiver (CDW) reduces your liability if the vehicle is damaged. In such case you will pay the cost of repair up to the excess amount. The costs and excess charges are detailed in the table below. If your rate includes CDW this cost is already included in your rental price.

PERSONAL ACCIDENT INSURANCE /PAI/

If CDW or TP is not included in your rate and you do not purchase them, you will be liable for the full market value of the vehicle in case of damage or theft.
If you have a corporate or contracted agreement with us the charges may be different. Please check your contracted terms and conditions.
ADDITIONAL INSURANCE COVER
Purchase of Super Cover Damage Waiver /Super CDW/ removes completely the Non-Waivable Excess in case of damage and theft.
Super Cover is available only when basic Collision Damage Waiver and Vehicle Theft Cover are already purchased.
Purchase of Super Cover does not abolish Incident Administration Fee.

In case of damage or theft to the rented vehicle, a police protocol or a mutual agreement statement is required. Otherwise, all additional insurances, reducing your responsibility will be invalid. In case there are no other participants or the police refuses to come on sight, the customer is required to notify the company and to recieve additional instructions.
All insurances do not cover the below occasions:
Theft or damage of wipers, CD-player, antenna, tyres, rim covers, license plate number/s,
keys and mirrors, damages on the underbody of the vehicle ( including the bottom parts of the bumpers and side skirts) or loss of car documents. Any interior damages.
Any mishappening, resulting from alcohol or drug abuse.
Damages caused to the vehicle because of off road driving.
Theft or damage of any personal belongings in the Avis car or if they have been forgotten in it.
Damage caused by not using correct fuel.
The car, being transported by ship or ferry.
Special Equipment
GPS navigation
Portable in-car navigation is offered at any Avis location within Bulgaria at € 7.00 per day. Please note that this is on-request equipment.
Maximum charge € 98.00 per rental.
In case of theft or damage the following charges apply:
GPS Unit: € 150.00
Windscreen mount: € 25.00
In car charger: € 25.00
GPS case - € 15.00
Ski-racks, Snow-chains and Child Safety Seats are available upon request at € 3.50 per day. Maximum charge is 10 days.
Fuel charges
Fuel fee
If the car is not returned with a full tank, you would be charged € 10.00 (refueling charge), plus the cost of the missing fuel - € 2.00 per litre.
Fines
Winterization fee
All car groups are equipped with winter tyres and ice-scrapers from 1st November until 31st March and they are included in every rate.
Incident Administration fee
In case of an accident, there is a non-refundable fee of € 30.00 to cover administration expenses, irrespectively of driver’s liability.
Loss fines
In case of lost registration documents, vignette sticker, keys or license number, a fine of € 300.00 applies. The fine for lost radio/cassette panel is € 150.00. Loss fines apply regardless of insurance coverage accepted.
Vignette fee
The fee is € 1.00 per day, maximum charge 10 days.
Traffic fines
In case of any traffic fines, the customer will be charged the traffic fine amount plus € 30.00 administration fee.
Transportation of any animals is forbidden in our vehicles. Smoking is also not permitted. If you transport any animals or smoke in one of our vehicles you will be charged for additional cleaning costs.
